Don't need to. Orochimaru himself stated he can use all the Leaf Ninjutsu as well as the Author when he stated it in the data books.

Just to be the devil's advocate, Kabuto said Hiruzen was the strongest of the 5 territorial nations, meaning Hiruzen>A according to Kabuto, same goes with Ohnoki. 3rd raikage has a similar fighting to Ay, but Adamntine defense could block the Lightning Jab and even capture him in the staff using the cage technique. Hiruzen also knows about Jinton and how it works. Kakashi stated that once the 8th Gate was opened that power beyond hokage would be obtained, 7th gate was not specifically stated to do the same. Hiruzen also had intel on all the jutsu of Konoha meaning he knows about the 8th gate techniques. (Remember this is the devil's advocate thing)

Nagato needed the Rinnegan to master all elements, Hiruzen did it without the Rinnegan. Next Hiruzen knows all the justu in the Leaf so he knows how to beat Hash and Madara's jutsu's. He doesn't need to show you feats. Itachi bowed before him, Minato was his puppet ruler, Naruto and Sasuke are inferior to Hash/Madara so they can't dent Hiruzen. Finally, we have Nagato. Hiruzen will neutralize everything he has. He will then RDS him for fun. This all without even using Enma.. (Hiruzen 5 Leggo)

Yes the 3rd hokage while he was alive was stronger then sasuke but now no.
