sasuke can shoot that arrow instantly once he take aim just like his chidori spear
and also space time barrier is one of minato jutsu that take toll of his chakra, he only used it twice when fighting the kyubi and that tired him like hell.

sasuke is not like gnna keep arrows forever,,,minato simply dodges em....now this is the deal...;D xd
and then when sasuke tires, his susanoo wears off, thts when minato attacks....

look closely ... he finished doing the handseals for it after kyuubi was done creating the tbb.Which means the prep time for it is the full time for a tbb to be made... which you should know isn't a fast jutsu......You've seen kyuubi use it on oro, naruto in his mind and on pain....His time space barrier isn't as fast as a sussano arrow

well arrow cant be instantly used either,,plus suanoo's arrow takes chakra unlike the space time barrier

the arrows fire at an extremely high velocity look at sasuke v danzou and sasuke v kakashi. kakashi barely had time to blink. and danzo complained about not being able to make hand signs in time.
