it looks like u don't pay attention when minato use his space time barrier, that jutsu need prep, don't u see

sasuke can shoot that arrow instantly once he take aim just like his chidori spear
and also space time barrier is one of minato jutsu that take toll of his chakra, he only used it twice when fighting the kyubi and that tired him like hell.
