Your talking as if people need Jutsu's to win a fight. There is more to being a shinobi than flashy jutsu's. I mean look at Rock Lee and Gai Sensei they are pure Taijutsu fighters, Ten-Ten a weapons specialist with no jutsu's, Hidan weapon specialist and curse fighter.

Everyone is different and not everyone needs a jutsu to win a fight against someone
