The 3rd Kazekage isn't beating her with his feats. But if he can manipulate the sand on Gaara's level he would beat her.

Battle of stamina, so probably Tobirama, but overall Tsunade is stronger.

Because the majority of top lists is based on the shinobies fighting skills and not overall skills. Tsunade is top 10 ( probably top 3 ) support character, but as a fighter she is barely top 20-22.

would agree with you, to an extent though, placing her in top ten could be an over-rating problem for most of you, i get it, but she should be at least 15-20 for some people base on her defenses and how she can use her summon for so much tasks all at once; but as a supporting character she's 10 and above indeed.

By hype she is stronger than all the other Kages because the manga hinted Hokage level > Kage level. So yeah, by hype she is top 10-15.
