I doubt that Gai without Gates can do this to so many Shinobi, but then again i dont know if Madara could fight this way without his Sharingan.

I think gai is an Expert with Taijutsu, as its his only technique. Madara is a genjutsu,ninjutsu etc. user. Gai is Obsessed with Taijutsu whereas Madara mostly loves to control his opps with his genjutsu and destroy em with his ninjutsu. And here, we are talking about Madara no juubi.
