All correct. Time to write it completely.

Name:

Description:

Then we will work on restrictions
Genjutsu: Sairento kōri | Illusionary Arts: Silent Ice
Type: Attack (?)
Rank: A-Rank
Range: Mid
Chakra: 30
Damage: 60
Description: After using an ice technique, the user will do one additional hand seal, using his chakra to put his enemies into a genjutsu. The genjutsu makes use of the "hissing" sound produced by Ice techniques in contact with the air, to manipulate the enemies senses and slowly numbing them as they hear that sound. Barely noticeable at first, as the user keeps using ice techniques, the enemy will further be affected by the illusion. The genjutsu lasts 3 turns, during which the user needs to produce at least 3 Ice techniques (more will not alter the effect), one in each turn (the first one, being the one prior to the genjutsu). Upon hearing the hissing sound of the 1st Ice technique, the user will feel the slight pinch and low intensity needle-like pain associated with cold, mainly on his extremities. Upon hearing the 2nd one, the user will lose feeling on his fingers and toes, nose and ears, his mind becomes sluggish, the pain intense and generalized, shivering is present reducing the agility and precision of movement, the cold sensation equivalent to that of a -15ºC atmosphere. Upon hearing the last technique, the effects will be severe. User becomes unable to move his extremities and the pain is the same as if they were entering necrosis. The shivering is unbearable and the mental capacities barely there. Handseals and molding chakra are things hard to accomplish taking into consideration the numbness and sluggish mind. If he fails to release the illusion, his body will shut down and he will lose conscious as his body is fooled into thinking that he just fell into a hipotermic state.

Excellent. Small notice, i generally like to put the range in this form:

Short
Short-Mid
Short-Long

Why? For example, Mid Range. It would infer that you can only use it while in mid range of the opponent. Its a minor detail but when arguments rise, all of it is scrutinized.

Now, Restrictions. What would you add as notes of that technique?

Yeah, alright. So, even if I end up using this justu at short range I'd have to use a handseal because it says so in the description?

Notes. Hm, I guess it's kinda powerful if you ask me, so an usage restriction might work. Maybe two times per battle although, if he manages to escape from it in the first try, I don't see a reason why he wouldn't be able to do the same in the second try. Once per battle then. Of course I'd protect it and put "can only be taught by McRazor". What else, can't really think of anything atm. :/

In terms of hand seals, if the genjutsu is designed with its use, no one can perform it without it. The only thing that affects it are bio specialties.

A-Rank techniques can generally be used 3-5 times depending on the effects. For this powerfull effect, it can be done 3 times. Also, you should put any and every note that you think is required to explain the functioning of your technique in a more simpler manner if needed.

In this case:

Note: Can only be performed 3 times
Note: Its effects spam for up to 3 turns if unreleased
Note: Requires the user to have an Ice Bio and have used or using an Ice Technique prior or right after the genjutsu
Note: Using another genjutsu on the enemy while its active will dispel the genjutsu

2nd note is to make it clear how long the effects will be felt
3rd note: just basically to make sure the technique can't be used by non-ice bios
4th note: basically, if you induced a fluctuation on your enemy's chakra to produce the gen, once you fluctuate it again, the effects would be lost. And lets not forget that such a genjutsu is quite powerfull thus some sort of aditional limitation besides rank is needed.

Understood? ^^

Understood! So to summarize all this:

Genjutsu: Sairento kōri | Illusionary Arts: Silent Ice
Type: Attack
Rank: A-Rank
Range: Short-Mid
Chakra: 30
Damage: 60
Description: After using an ice technique, the user will do one additional hand seal, using his chakra to put his enemies into a genjutsu. Note: Can only be performed 3 times
Note: Its effects span for up to 3 turns if unreleased
Note: Requires the user to have an Ice biography and use an ice technique prior or right after the genjutsu
Note: Using another genjutsu on the enemy while its active will dispel the genjutsu
Note: Can only be taught by McRazor

Hm, I actually got a question. I just now noticed that nothing happens if this is used after an ice jutsu, because then when he hears the first technique he won't be influenced by this genjutsu. So basically, an ice technique should be used immediately after this genjutsu.

Lol i was trying to see if you caught that. Was starting to believe you would have missed that inconsistency. Well, edit the description and restriction accordingly. ^^

So, can I perform this and fluently just continue doing handseals for the next technique, to leave a minimum space for my enemy to suspect anything, or would that be breaking of the time frame?

you can do that in 2 ways: either having an Ice specialty and a Genjutsu specialty (allowing you to perform and chain both types of techniques in quick succession) or you can have for example a "cloak" worn, hiding your handmovements from your enemy. But the time would still be a bit longer than only performing the ice technique. The enemy will still have time to, if he can figure he was just put under a gen, release from it and counter the ice (depending on the jutsu but for the most part, yes).

Ready to submit it when the thread opens. However, i can't be the one to check it ^^

Alright! I'll make sure to do so! No problem, it seems so good that, whoever checks it, has to approve it! Ha-Ha! :D
