I say if it was in the desert then gaara hands down! Any were else itachi would own him! The reason why I say the desert if because gaara is almost unbeatable in the desert! He can set up sensor sand that on contact would tell him were anybody is, and with the sand constantly in the air amaratsu is useless like when sasuke tried to use it, even if it did get thru to his body always has that sand armour on that he can easily lift off and throw at itachi. Then gaara can have a constant quick sand on the ground that would grab itachi when ever on the sand, so speed wouljdn't really mater, while gaara is in the air constantly moving about. Then if suusanoo come hit it with the sand tsunami giant sand burial and then encase the suusanoo to the point it cannot move. Then itachi will due because of the constant use if the suusanoo. Teh fire jutsus are to slow for gaaras speed in the air, then gaara will be to far in the air to look at the magekyo tsukiomi to get caught, so tsukiomi will be useless plus gaara knows about the genjutsu do he want look in his eyes.
Now itachi can still do gen with one finger but its bit un breakable do with gaara s big changes I asume itd still big he can break out if it regular (he is a kage and has shown grate changes control) he has
experience against and uchia ms and regular sharingan ( not tryna compare sasuke to itachi but he is aware non the less. In the desert I say gaara, or he would atleast have a good shot of winning. Dont sleep in him. But itachi is still bettr and can beat him anywhere else. In my opinion
