Firstly, Naruto said it after using the rasenshuriken against the third raikage whose defense is amazing and very powerful.

Secondly, Gaara's defense broke kimimaro's strongest bone (when he was in curse seal level 2) which oro said was impermeable to any physical attack.

Thirdly, Gaara was able to block a C3, something that could destroy a village.

Fourthly, even his sand amour was able to withstand rock lee's 5 gates attack.

Lastly, he was able to block raikage's( when wearing the strongest form of his lightning amour) kick and blocked amaterasu also.

The rasengan thing, that was just a movie not the real naruto series. And now the speed of the defense has increased to have blocked amaterasu which almost touched the raikage who was at full lightning amour.

How is it ultimate when you can be pulled from the ground and you have to see an attack before you defend against it with susano and just some sound could make it go off.

But on the other hand Gaara cannot be pulled from the ground, he does not have to see an attack to block it and the sand can absorb the sound(kabuto's jutsu) and even reflect it in form of echoes.
