I guess. Susanoo was only consider "The Ultimate Defense" because of Itachi's Magical weapons. However, Sasuke says otherwise. Being that probably without the Magical weapons the Susanoo is greater. But who cares.

No Garaa's sand has too many weaknesess to be an Ultimate deffense, the Speed, Suiton plenty of Kekke genkais can brake trough Garaas sand easily, it was good when he had Shikaku.. Anyway Susanoo is better, why ? Because it takes not one shinobi to brake it, it can't be overcomed by speed, also susanoo has offense in it too, plus uchihas like Sasuke or Madara can cover them with Amaterasu, so Susanoo is much more usefull than Garaas SAnd. Gaara has an incredible defence, but not ultimate; no one has an ultimate defence. BUT Gaara's comes the closest, due to its relatively low chakra consumption (compared to Yata Mirror, regular Susanoo etc.)

well id say its iver the 3rd raikage as the only thing that can brake it is the same jutsu and it survived a rasenshuriken which has element advantage, also narutos bm as he deflected bijuu balls and he can use it to protect people as well so id say its between gaara, bj mode naruto and 3rd raikage

Firstly, Naruto said it after using the rasenshuriken against the third raikage whose defense is amazing and very powerful.

Secondly, Gaara's defense broke kimimaro's strongest bone (when he was in curse seal level 2) which oro said was impermeable to any physical attack.

Thirdly, Gaara was able to block a C3, something that could destroy a village.

Fourthly, even his sand amour was able to withstand rock lee's 5 gates attack.

Lastly, he was able to block raikage's( when wearing the strongest form of his lightning amour) kick and blocked amaterasu also.

Gaara's defence is without a doubt the best defence. It is the most effective of all the series and has versatility that goes beyond anything else we've seen.

The Susanoo may be slighly stronger but it does not have many of Gaara's Sand's benefits.

Neji's rotation cannot be maintained forever and is rather a short-burst move.

Those who say Gaara's defence is not the best are,simply put,wrong. It is,Kishi chose Gaara to have the best defence and it has been shown to be the best time and time again.
It isn't impenetrable but it is the best.
