First technique, can be performed if the user has access to a fan or by simply performing 3 handseals. the user will swing it at a target location, creating a small but strong hurricane. The hurricane will drag an opponent with it.

Advantage: reaches all the way to long range, so depending on it's speed, it can be used as a great cover.

Second technique, same as first one, requires either a giant fan or handseals. The user will swing this Jutsu from the fan, or release it from the mouth, and upon using shape manipulation, the wind chakra released will form into a demon shuriken.

Disadvantage: the spinning disk or the demon shuriken don't cover a wide area, meaning an opponent can easily dodge it with Drunken fist for example and go right under it, if left enough time to reach.

Third technique, the user will create wind (out of nowhere?), the wind is large and strong, capable of pushing back large beings with ease, while also causing cuts to them.

Advantage, can be used to deflect ninja tools thrown at the user, or get rid of smoke/dust that is blocking the view.

Kakashi sets his eyes in a nearby dummy, before performing 4 hand seals and releasing a wind disk from his mouth. Using shape manipulation the disk would turn into a demon shuriken, cutting right through the dummy.

For the third technique the surge of wind would originate from where you are. Since it doesn't specify I usually just release the surge from my hand.

First technique: The user focuses his wind chakra in his mouth and releases it into his palm, while using shape manipulation to form it into a Whirlwind ball (what?), then the user can throw it at an opponent. By reading the description, i understand that multiple balls can be made with a single a use?

Advantage: the size of the ball can make it hard to see or realise it's there until it's too late.

Second technique: combo'd with a water, the user can enhance a wave's destruction capabilities using this wind Jutsu.

Disadvantage : requires a water Jutsu that creates waves to be able to use this Jutsu.

Third technique: The user will focus his wind chakra into his hands. Upon making contact with an opponent, the wind chakra can be released to send the opponent flying.

Disadvantage: Requies physical contact with an opponent to use this technique properly.

Heiko would focus his wind chakra on his fists, before charging towards a dummy nearby, he would than punch the dummy on the stomach are, before releasing the wind chakra, sending the dummy flying back away from Heiko.

By 'whirlwind ball' they mean a ball of rotating wind, almost similar to the rasengan. You can make multiple balls, but if used that way then their power will be divided up.

Do you have the toad contract or plan to?

Description: This technique is a pinpoint slashing strike, where the user emits chakra from their fingertips and materialises it into an near invisible weapon that assaults the enemy in a gust of wind. If the Sickle Weasel Technique can be regarded as a swarm of small wind kunai, then this technique is akin to a virtually unavoidable longsword which can leave the target's body mutilated. Just being in close proximity to the technique can cause minor cuts. The wind blades can be created and thrown, like projectiles, in rapid succession, although in this case, each one weaker than the single use application. The technique cannot be blocked by physical weapons and is insanely fast by not relying on the use of Hand seals but, because it still requires the user to perform hand gestures to use and is somewhat visible in the effect it produces, it can still be defended against by using appropriate evasion techniques or fast elemental ninjutsu.
