Tobirama,after seeing it used only once, realized that minato's shunshin was better than his own. Its still a little vague as to how exactly tobirama's ftg works, but its been made clear that minato's is better. This was quite impressive since despite the fact that the 2nd spent his entire life growing up fighting, in the age before shinobi villages, he had a lot of time to hone his battle skills. (the shuunshin minato used= a battle skill). Moreover, seeing as how tobirama's best battle feat shown was him stabbing izuna using his shuunshin, for him to be beaten at what was his strength is a big praise for minato. Its quite reasonable to assume that minato was the strongest hokage ever after hashirama.
On another note, my guess is that tobiramas shuunshin either:
1. is just a variant of the body flicker. Or
2. Uses seals like minatos ftg, but is not instantaneous.
I think the 1st option is more likely, since the way he stabbed izuna and followed through, seems more like high speed body movement as opposed to minatos ftg. If it were minato, he wouldve probably stayed in front of izuna, since his only movement was the stabbing, i.e he appeared and stabbed. It looked like tobirama had some sort of momentum in his movement, not just 'appearing' and disappearing from a fixed point.
Last point. Minato's wife kushina was an uzumaki and she taught him many seals. Its likely that the seal on his ftg markings are a variant of an uzumaki seal. We dont know if tobirama knew much about fuuinjutsu, or seals he was just skilled at s.t . So its possible that despite being similar, the actual techs the 4th and 2nd used were completely different .
