Kagebunshin is not a forbidden jutsu.generally forbidden jutsus are those jutsus which affect the user highly who uses it.like rashenshuriken in normal mode wen hit hand to hand is considered as forbidden coz it affect its user too.
Madara is the person from the past,these all forbidden jutsus were made from the time of so6p.they are not made during konoha regime,so a person having such experiences can tell which jutsu is forbidden or not.edo tensei is a forbidden jutsu coz it needs extense diversion of mind unlike kabuto who mastered it
