Forbidden Jutsu but Forbidden by who?

its forbidden because well the world be chaos if every ninja in every village knew the jutsu then it be a Shadow clone War which would be boring

According to Tsunade and Hiruzen, Forbidden Jutsu is jutsu that can harm the user, risking his life. Like Rasenshuriken is considered Forbidden Jutsu because one mistake or slip you can damage your entire Tenketsu, to the point you cannot do jutsu's anymore.

Forbidden Jutsu can also be categorized as a jutsu manipulating Life and Death

As for Edo Tensei, it can risk the user in a sense of chakra power draw and the fact your own zombies can turn against you.

well actually i'm now thinking are you abnormal man? U just told your ans and u askin the same thing again n again...the techniques are forbidden for some reasons..and u know it and who did banned it? It's the same creater of jutsu who ban it after knowing all its side affects.and who write the laws? The user of that jutsu confront to elders like kages for approving it to be forbidden and they made the laws abt them that they are forbidden from now.well after being approved it's used by several shinobi and y aren't they punished! All are punished even oro was going to be punished but he fled away.

shadow clone jutsu isnt forbidden rather Multi shadow clone jutsu is forbidden because of the toll it takes on the user. Just maintaing one shadow clone isnt easy not to talk of 10-100 that is why it is only naruto that is shown to use the technique on such scales as it is only him(and some other people) who can use the technique without feeling side effects

If they are forbidden than y the person who is practicing is not punished..Naruto should have been punished for using Rasenshuriken...Every Jutsu has risk more or less even sharingan,etc...

Y didnt villages destroyed all the forbidden Jutsu scrolls...Y to keep them if u dnt want any1 to use it...

No, if the criminal knows how to do it,it's waste to destroy that scroll which only named some information abt the forbidden jutsu which can have severe affect on user.

It's forbidden because kage bunshin divides up the person chakra equally between the clones and dividing your chakra so much leaves a person out of so much chakra, bu Naruto was able to withstand it because of the nine tails.
