For all of Sasuke's supposed genius, why was he so old and still in the Academy?

Itachi was in the ANBU and yolo'ing entire nations and Kakashi was a jounin and fighting full blown adults by the time, Minato was a "once in a lifetime" genius at a young age, etc, while Sasuke was just graduating to genin. What gives?
