Tobirama who is a kage started this by showing his hate towards them and made madras leave and the rest is history
He didn't show hate towards them. He fought them for years. He was a Senju, all the Senju fought the Uchiha. Hopefully you realize what war entails.
He was suspicious of them, something he admits. He wanted to keep an eye on them. They were genetically designed to go insane after a loss and are the most prideful clan in Konoha. It's their way or the highway. They're power-hungry. Who wouldn't be worried if you're a leader in charge of over 14000 people?
He knew they'd be offended over not having complete power in Konoha, so he tried to find a solution to help both sides- that being the Police Force (he can keep an eye on them; they can have more power than everyone bar the Hokage and the elders). There's not much wrong with this given the nature of the situation and the fact that no Uchiha bar 2 we've seen have been plausible options for the Hokage seat out of numerous generations.
Once again, he didn't hate them. That's just rubbish extreme Uchiha fans spew in order to victimize the clan, when in all actuality they are at fault for at least 60% of what occurred, perhaps even moreso. Second even attempted to give up his soul in order to save Sasuke after Madara one-shotted him. So much for hating them.
Tobirama's feelings towards the Uchiha breaches nothing more than suspicion, some bigotry, stereotyping, which is all wrong. However, it wasn't hatred. He just knew that if any threats were to befall the shinobi world, they'd be from that clan. Which most were.
He didn't make Madara leave. Madara was upset over the fact that the people he wanted to protect, his own clan, favored Hashirama and Tobirama over him. He couldn't handle that. He didn't like Tobirama. So, he lost his sanity and left. Tobirama never told him he had to leave. Madara left of his own will. He couldn't conduct himself like an adult. By claiming that Tobirama made Madara leave, you denote that Madara is exceptionally simple-minded and can't think on his own- apparently he does as Tobirama wants? That didn't happen.
