It really depends on the conditions set. If Jiraiya starts in Sage Mode then he wins. If not, it might be a draw. If Oro has Edo Tensei he would win. It all varies honestly.

first oros edos are not complete which means there power is severely lower and also jariya can summon them into the stomach of a toad at anytime like he did with itachi and kisame which was almost inescapable but due to the amaterasu they got out

tobirama can teleport orochimaru away just like he did with sasuke and minato is an edo for oro

Hard to say, maybe they are equal, well there's another thing, if Itachi > Orochimaru and Jiraiya > Itachi then it should be Jiraiya > Orochimaru.

Oro > Jiraiya unless Jiraiya can hide untill he activates Sage mode and casts Genjutsu on Oro. (as seen, Oro can't defend agianst genjutsu)

Itachi only said that Jiraiya was stronger so he wouldn't damage him since he's from the Leaf.
