It's the FBI Moneypak scam. I've had to fix my grandparents computer multiple times because of it, lol.

You don't need to reinstall windows, lol. This is all that it takes to remove it:

Run your PC in safe mode (restart and hold F8 before the Windows splash page shows up, select Safe Mode with Networking), then download the trial version(or free, doesn't really matter) of MalwareBytes and run a quick scan. It'll find and get rid of the spyware/virus.

you really think the fbi is worried about locking your computer ? , they have way more important things to do then lock your computer , and if they did lock it im pretty sure they ll be kicking down your door telling everyone to get down in the house , oh and btw if you just click log out and cancel it like 3 times it wont pop up , or if you disconnect your computer from the internet before you log on , it wont pop up , get avg there my friend
