In terms of movement speed right now Naruto in his chakra/biju mode is the fastest.
As and overall speed Minato is and will always be the fastest. Until a faster S/T jutsu is invented, one that isn't limited by seals... and even the they would be equal.

Naruto's Beast Mode is the best for general speed. The only person faster is Minato and only because of FTG tech.

It wasnt becuase of speed. Naruto just looked like Minato from backwards. It was becuase of looks.

If we are talking about base speed only I would say that itachi is really high on that list.
He was able to fight on equal terms in speed if not faster when he was fighting a km naruto and killer b both of whom people seem to think are faster than A.

However if we count using enhancement techs probably minato bm naruto or tobi.

I thought the thread creator was talking about foot speed, not including ST jutsus, in which case Naruto is the clear favorite by a wide margin.

What is foot speed? Base Naruto isn't faster than Minato or A(Raikage),Rock Lee, Gai, and the list goes on in speed.

How can Gai or Lee be as fast as A(Raikage) with Gates when he's the fastest shinobi alive? I not even going to get into the ridiculousness of your base speed list.
