Stop overrating Guy and Lee. The gates aren't the best technique in the world. If people continue saying Guy and Lee I will post my very long explanation of why it is impossible for them to be as fast as Naruto, Bee, A, and the third raikage.
Maybe because Pre-Time Skip Lee in only his 5th Gate was ridicously fast, much faster than Gaara's sand. Imagine Guy, his freaking master using the Eighth Gate or even Seventh Gate. It's foolish to say that wouldn't be faster than Bee or A

The gates are a jutsu that can be learned by anyone, most jounin can open at least two, so why do you think they are something special?

This is why opening the 8th gate guarantees death, chakra exhaustion is a sure thing if you are pouring out all your chakra. (This is another reason why ninjas have the gates too, to prevent death by chakra exhaustion)
So since Guy and Lee are augmenting their speed with chakra they will never be able to reach the speed of someone who has more natural speed than or someone who has far more chakra if that person is also using a speed boosting mode. (tailed beast mode, KM , lightning armor)
The reasoning behind it is this.
Let's consider A for a second. He has tailed beast level chakra yes?
Guy does not.
So let's say A has 5 times more chakra than Guy. And let's give them numerical values.
Guy's chakra levels = 1 (1/5th of A's)
A's chakra levels = 5
So normally each is using 20% of their total chakra levels right?
so that brings Guy down to 1/5th and A down to 1.
Now even if Guy were to open all 8 gates that would put his chakra he can access at any one time back at 1, which is now equal to A's levels.
Which means that they have the same chakra levels to put into augmenting their speed and strength. But A is not just augmenting his speed with chakra, he is augmenting his neuro-synapses with lightning (electricity is how are neurons fire) to increase his reaction times and speed even more than if he were just using plain chakra.
So if A were just using chakra to augment his speed, and he had 5 times more chakra than Guy (which is a conservative estimate judging by A's chakra levels and how fast Guy gets tired while in the gates) then that means they would be the exact same speed and it would matter who is faster without chakra augmentation. However A is using lighting as well to increase his synapses.
The same exact thing can be applied to Bee and Naruto, except Bee and Naruto have more chakra than A does. So that is why it is possible for Bee and Naruto to go faster than A, and why it is possible for A to move faster than Guy. (and especially Lee who can open less gates)
So think about it, even if Guy were to open up the 8th Gate, he would still not be able to go as fast as A, Bee, Naruto, or the third raikage. No one person is right or wrong unless kishi says it himself or says it indirectly through the manga. Therefore, I would appreciate it if you would stop saying that your speculations are 'facts' when they really aren't unless Kishi himself actually says so.
And FYI, the gates are more powerful than you make them out to be. If using its abilities to its fullest potential makes you so powerful that it causes you to die, then one would believe that the full power of the eight gates would really be a force to be reckoned with. The thing is, not everyone is capable of using it to its fullest potential because they don't have the drive nor the talent to do so, otherwise, everyone would be using it all the time, despite its severe drawbacks.

Well the Eighth Gate is sure to have a special technique. Most Gates has its own special ablility. Afternoon Tiger for the Seventh Gates, Front Lotus for the First Gate, Primary Lotus for the Third Gate, Morning Peacock for the Sixth Gate, yeah you get the point

No it isn't fact. Unles you post the exact place where it says that the Gates are as completely inferior to every other power-up and states your exact logic used to define the Gates, then I won't accept it as such. And yes, I know how the gates work. Someone has a major superitority complex.
If were talking about raw speed. IT's defintly Lee or Guy.
IF were talking about the fastest living character based on jutsu it is Naruto
and if we are talking about deceased characters it's minato!
You have Haku, who was faster than the human eye. Sasuke gets sharingan, and he's able to keep up with Haku.
Sasuke vs Naruto(Nine tailed, but not the cloak)- Sasuke wasn't keep up with Naruto. He's was moving too fast. Which means he was faster than Haku, who was faster than the human eye. REMEMBER!!! Sasuke copied Lee's speed. So Naruto was also moving faster than Lee. Sasuke got his his 3 tomoe sharingan, he could keep up with Naruto.
Now Shippuden:
Even with the Sharingan, Itachi was able to speed blitz Sasuke.
We have Guy and Lee, who's fast naturally. Lets not start with the Gates.
Kakashi who cut a bolt of lightning in half, Lightning Blade!
