You also seem to be completely oblivious to the strength several characters obtained during the course of the series. And as said a battle is not just a straightforward clash of shear power, so yeah all the 12 Spriggans belong into the same category, but that doesn't mean that they are all the same. A lot of things depend on how they fight individually and against whom. Laxus already showed in Alvares he could take on Azir, he beat Jura and was even considered for the position of Wizard Saints, but due to his attitude denied.
