Both Naruto fanboys and Sasuke fanboys just don't realise that no matter what, this argument won't be won because all of it is just purely based on opinions. You cannot claim some character is better developed and deem it factual as unless a certain manga scan has one character saying "he is more developed than me" or " i am more developed than him" all the arguments on this thread are pointless. Lets just all agree to disagree and be done with this pointless thread. There isn't going to be a right or wrong in this thread, even if one fanbase wins the argument it doesn't mean they are right because it is still just their opinion and that will never change unless Kishi says something about the development himself.

Naruto's character went downhill since the beginning of War Arc. This isn't even a contest, since Sasuke is arguably the most developed and well written character in the manga.

He doesnt want to become hokage by turning a blind eye to his friends' problems and abandon them
If Sakura gets kidnapped and Naruto is told that he should forget about her and he will be made hokage then he will refuse because even if it means he can get killed he will try to save Sakura

That's every reason why his character is boring and predicable, all he talks about is becoming hokage and saving his friends he doesn't have any other goals or morals, he didn't change or develop as a character since the beginning
