No it isn't considering it isn't obvious that Lee can use the 6th gate in part one. Still part one 8th gate Gai has no feats to put him at 1/100 of MS Sasuke's power let alone EMS Sasuke who is far above Konoha.

Since there is no manga indication or logical reasoning to claim that part 1 NV is 1/20000th of sasukes power and konoha,bijuu,kages and akatsuki are tiers below MS as feats show means that MS Sasuke beats them comfortably let alone EMS Sasuke who not even Rikudo naruto, kaguya or rinnegan sasuke could beat

Can't remember when either. I think it was when Lee used the 5th Gate on Gaara.

I looked it up and it wasn't said anywhere in the Chunin exam that Gai could use the 8th Gate. Although as Icelerate says, power scaling is different, and evident by the fact that 8th Gate in Part 1 gave power to surpass the Hokage, whereas in Part 2 it became the Gokage.

That's back when Hashirama and Tobirama actually weren't that powerful as well. As Hashirama's hype/feats didn't crop up till part 2.
