MS Sasuke could beat Konan (and I daresay even Hebi/Kirin Sasuke might be able to as well. He defeated Deidara and stood his ground vs Itachi extremely well--granted he was sick and didn't entirely have the intention of killing him).

The only reason she even came close to defeating Tobi was because she made preparations (and also simulations) for that specific battle in advance.

Konan does'nt stand a chance against Sasuke. She can't deal with a jutsu like amaterasu. Especially now that Sasuke has excellent control over the black flames. Her papper bombs are not strong enough to break susanoo.

1. Teleportation (if he's able to use this with a different summoning)
2. Amaterasu/Susano'o onslaught
3. Stormy weather condition (Kirin)

Regarding 2 & 3: Sharingan Tobi wasn't very adept in terms of combat compared to Sasuke. He doesn't have techniques like Amaterasu, Tsukuyomi or Susano'o (or at least he hasn't shown/used these moves yet) that could probably defeat her before her finishing technique is performed.
