I'm assuming your saying Mei puts mist up on the entirety of the battlefield that she's capable of covering while being boosted by tsunade.
In which case Sasuke gets on his bird and takes to the air, while hidden by the mist. With him being off the ground and in the mist, none amongst the Kage have the ability to keep track of his movements. From this point he can begin dumping Enton over the battlefield with arrows or by dancing out of the mist via flight and looking down and using large scale Amaterasu over uncovered portions of the battlefield. He can also fire off Katons and then duck back into the mist, for the sake of having Kirin at the ready.
Assuming the Kage attempt to wait out Sasuke's summoning time period, while on his way down after the bird disappears he can also summon Aoda and make use of either the snakes heat sensing or excellent sense of smell to find individual kages; from this point Aoda can call out shots by relaying their locations. With the kages having no idea where Sasuke is or that the shot is coming, it's like shooting fish in a barrel (while falling). And if Kirin is ready by this point, he drops it. In both cases he targets Onooki.
The Kage can obviously change strategies once they lose track of Sasuke, but my main point is him going into the air makes most of the bottom portion null, for the time being.
