I understood what you meant. Which is why I said you can't really use Kabuto as an example here since his reactions far usurp those here in this thread. Instant Amaterasu can just as easily be replaced by going V2 Susano'o and shooting off Susano'o arrows that three of the five can't react or defend against.

But none of those apply, as Kabuto's reactions or counters had yet to be known and Sasuke still aimed to kill with kunai at first. That was the point, Sasuke's not prone to jump out of the gate with an Amaterasu to finish an opponent off. Maybe in this situation, ya could justify it due to sheer numbers. But I'm skeptical.

Beans put it nicely, the Gokage take this with full intel, though I can see it going differently without intel and with intent to kill.

Adding full intel on top of restricting PS doesn't really make this a disputable match-up. I could see Sasuke aiming to take out the largest threat first - Oonoki - so the others would be relatively easy targets, but that's not happening before the Kage mobilze themselves.

The battle will start with Mei using Hidden Mist Jutsu while Tsunade pumps her up full of chakra. While they do this, Onoki make a rock clone to get in a backpack combo with Ay and lightens Gaara's gourd sand. Hidden Mist blocks Sasuke's line of sight so he can't be sniping characters left and right with Amaterasu, nor is genjutsu happening when eye contact will be impeded by Mei's mist; Gaara has sand sensing to operate without vision; Ay is too fast to get caught in genjutsu; a Katsuyu clone on Tsunade's shoulder can break her out of genjutsu.

With that being said, Sasuke needs to use at least a V3 Susanoo for the bulk portion of the battle since Ay can bust V2 Susanoo, and Sasuke needs V3 to access Susanoo arrows (he needs V4 to access enton orb.) Gaara can create massive sand arms out from the desert sand to grab legged Susanoo's legs and restrain its movement. Lightened Ay can buy the Gokage enough time for Onoki and Tsunade to prep his super jinton. Gaara will be next to Onoki so his lightened sand can intercept Amaterasu easily so it cannot disrupt its prep. Susanoo slashes can be tanked by Gaara's sand [

while Tsunade charges Onoki full of chakra and he casts super jinton, it's unlikely he can do this especially with Ay acting as a distraction and Mei's mist impeding vision (BTW Madara's senjutsu enhanced V3 Susanoo would be around EMS Sasuke's V4 in terms of physical strength and durability.)

Gokage win mid-high difficulty with full intel.

I'm assuming your saying Mei puts mist up on the entirety of the battlefield that she's capable of covering while being boosted by tsunade.

In which case Sasuke gets on his bird and takes to the air, while hidden by the mist. With him being off the ground and in the mist, none amongst the Kage have the ability to keep track of his movements. From this point he can begin dumping Enton over the battlefield with arrows or by dancing out of the mist via flight and looking down and using large scale Amaterasu over uncovered portions of the battlefield. He can also fire off Katons and then duck back into the mist, for the sake of having Kirin at the ready.

Assuming the Kage attempt to wait out Sasuke's summoning time period, while on his way down after the bird disappears he can also summon Aoda and make use of either the snakes heat sensing or excellent sense of smell to find individual kages; from this point Aoda can call out shots by relaying their locations. With the kages having no idea where Sasuke is or that the shot is coming, it's like shooting fish in a barrel (while falling). And if Kirin is ready by this point, he drops it. In both cases he targets Onooki.

The Kage can obviously change strategies once they lose track of Sasuke, but my main point is him going into the air makes most of the bottom portion null, for the time being.

I do not believe they forced him to use PS, add the fact that he was testing the Kages ability, stating he wants to stay a little longer to see what they were capable of before ending them. Though I don't remember the chapter, if you truly wanted a scan I'll find it as soon as I get a chance.
