• PS can't resist ST unless it's anchored. Naruto had to anchor himself with his tails to resist a very small one compared to what nagato can casually through out. If PS doesn't anchor itself, it will be blown far away like the toads.
• Rinnegan can absorb PS. If a rinnegan user touches PS, it's gone. The rinnegan user isn't even getting injured, the same way nagato got hit by a V2 lariat, then used preta and didn't sustain any damage from the lariat - completely negated it. In fact, PS would power up the rinnegan user.
• Cerebrus can easily combat PS. PS on it's own can't put down cerebrus. The dog will keep splitting and it will eventually go from a 1 v PS to 10+ v PS. The PS user will get pummeled.
• Rinnegan users can easily avoid PS with the bird, so PS isn't that big a threat in the first place.
• If we factor in a top notch Rinnegan user, that user is capable of using Limbo. Limbo is a lot more powerful than ST and has even less warning. PS would be constantly bashed around by an invisible force.
• A rinnegan user is able to summon gedo masu which can contend with PS
• A rinnegan user can restrain a PS using summonings, then pull the user out of it with Banshou tenin.

Apart from PS, rinnegan shits on everything else an EMS has to offer.
