Let me explain why i think 2nd Mizukage is better than sasuke:
Sasuke is used to fighting uchiha's but not really other genjutsu users:
The 2nd mizukage's clam genjutsu is so strong not even sensors can find him. It's a really high level genjutsu even with sasuke's visual prowess I don't believe he'd find the real mizukage or the clam.
If anyone says sasuke can't be caught in genjutsu he can,because him and itachi's fight began with genjutsu and he got his brother in some genjutsu in MS for. EMS so far as we seen just increases his stamina and drains less chakra of his MS techs ie tsukiyomi and Amaterasu.
2nd Mizukages infinite explosion tech combined with his clam, in my belief would be 2 much for sasuke. The clone heats up as it moves faster, causing it to expand and explode. With a huge blast radius and hitting the oponent with a huge blast of seering hot steam. Sasuke is gonna have to stay in susano in that. Sasuke if he hits it with Amaterasu will just agitate the clones condition more since its a slow burn and he will have to deal with a clone with increasing speed coming up to him and attacking him with amaterasu. The amaterasu wouldn't destroy the clone because water comes in three forms. Ice Liquid and Gas as the amaterasu heated up the clone and it explored or vaporized the tech would let the steam vapor rise till it cooled off becoming hail and the tech would begin all over again. If he shoots it with an arrow it just pops again, and the tech starts again and he has to deal with the blistering heat. The sword of toksua is useless here, because if he pierces it the clone wont seal because itll pop making sasuke once again deal with the explosion and he'll constantly have to stay in susano while mizukage just rests letting his clone do the work, or he can use the clan genjutsu to his advantage and use his water gun style tech to accurately hit sasuke and get through his susano assuming sasuke wasn't cocky enough to only use v1 susano and be like im sasuke im the greatest ninja nooones gonna get through my susano im so strong and mizukage is like rib shot bulls eye. He has the yamata mirror he can use it to block but thats about it and he sitll has to face the explosion. His lightning techs are no use because if he uses chidori on it he'll get caught in the explosion. Karin takes alot of prep to use, and his oponent is pretty fast. Also his clam is a pretty decent tanker seeing as it needed oonoki's strongest fist technique to break it, and i dont think susano is as physically strong as that.
The 2nd mizukage probably has experience fighting uchicha's since there were more out before sasuke well lets face it alot more, so he knows about the sharingan techs and everyone has heard about madara so he knows about amaterasu and tsukyiomi, so im sure he'd avoid it. Plus he has the hydrification technique which makes him fluid to help him avoid it even more.
Sasuke cant slow his infinite explosin clone down, nor seal it. So what will he do. Sasuke doesn't know anything about the Mizukage though.
I say this battle will be a battle until sasuke's chakra runs out then a water gun tech to the head.
