Because she doesn't 'regenerate' like that. Once you're born you're not regrowing limbs. She's losing whatever limb is destroyed by jinton. It's not regrowing, the scar is just healing up to stop bloodloss.

Healing has nothing to do with reforming molecules. Tsunade's tech can't make her produce water from 2 hydrogen and an oxygen; and without molecules, there would be No cells, tissues, organs...Poof. You can't heal from not existing.

Lol don't try to skew Highschool physics. The cells are no longer there rofl, they're turned into heat and energy. Tsunade isn't reconstructing heat and energy.

Furthermore, the wway the human body works, we have an automatic 'defence' that causes our blood platelets to form calluses on any open would. The only thing tsunade's healing would do is speed up the callus creation to stop the bleeding, she's become a stump if her arm was jinton'd off. The only way she'd completely regrow anything is if she were to stop the calluses from forming which is physically impossible to do.
