You already noted how it destroys on a molecular level, and since cells are made of molecules, cells are destroyed.
Now how can destroyed cells replicate themselves? It basically defies Creation Rebirth...

Noooo, cause Dust Release pulverizes her in an instant. Even if they could counteract each other they won't cause Dust Release destroys her much, much faster (So fast that it seems instantaneous) than Creation Rebirth heals her.

Also Sakura doesn't have Creation Rebirth until we've seen proof of otherwise.
