If Naruto had fought Gaara when he was in his base form with his shield of sand active, he would have had no way to bypass Gaara's defense. He didn't have the penetrative power, nor the speed.
So when people say that Naruto>Sasuke at this stage of the manga because Gaara>Sasuke that is not true at all. Without Sasuke to break Gaara's ultimate defense, without Sasuke to wound and push Gaara so far into a corner that he had to rely on the mythical monster inside him, Naruto wouldn't have been able to tie with Gaara (yes, it was a tie).
To beat Gaara at this stage of the manga, both Naruto and Sasuke's unique skillsets were required. Sasuke's speed and penetrative power (Chidori) was needed to bypass his defense, something Naruto wouldn't have been able to do by himself at the time and Naruto's destructive power (shadow clone spam) and stamina was needed for the fight with Gaara when he was in Shukaku mode.
