True. But isn't that what Genjutsu does? It distorts the users senses? The chakra rods in which are transmitting Nagato's chakra into his opponents chakra network is no doubt causing them problems with their senses: Kakashi had trouble pinpointing Nagato's Deva Path. I actually refute my previous point saying Kakashi was being controlled because look:

The Deva Path moved his head a inches away from Kakashi's Raikiri. If Nagato could control Kakashi with his chakra wouldn't he have just pushed Kakashi so many yards away?
Perhaps its effects somewhat mirror your typical Genjutsu, but it doesn't behave in exactly the same way. I doubt it's something you could 'see through' with the Sharingan or dispel via Genjutsu Kai. The sudden blast of chakra was enough to stun Kakashi long enough for him to lose focus and miss Tendō's head. Can Nagato alter the image which the foe sees? I doubt it. Again, I just see it more as a way of showing how Nagato's chakra can mess with the flow of others' via those rods.
