One thing about Guy, if he didn't use his full speed in battle with the V2 gin, then why did he open 6th gate? If he was certain that Kakashi wouldn't be able to keep up with him then he wouldn't open 6th gate. It make no sense. Kakashi is for sure one of the fastest character in NV.
Or simply not go as fast so kakashi can keep up with him. Ever thought of that. That's like saying Bee is as fast as Naruto because they were heading to the battlefield together at the same pace with your logic.
There's no way kakashi is ever touching people like Ay and the other faster people in speed.

If Sasuke was going to copy Lee exactly, to be on par with him by the time of the Chunin fight, he had to be able to access his speed as well as techs. He couldn't only use techs. This page proved that techs without the ability to touch somebody is pointless. You need to be able to react to them.
And to further prove he copied speed as well as tech... it's plain as daylight to see guys. Just reread that fight with Gaara. If he was only using techs, there wouldn't have been any emphasis on his speed. Here's the most impelling scan I could find, relevant to speed and not taijutsu because of how quick that blitz was.

Gai on the other hand has always been recognised as a 5 in all databooks.
Its possible that kakashi has improved therefore in a later Db he also would gain the maximum.
But even then i will still say, base gai speed >/= base kakashi.
