In my opinion, I think Godly was referring to the 5 kage summit, how the zetsu spores attached themselves to the different kage. In a similar/exact same way they attached themselves to Sasuke in those scans you posted.. Although they weren't absorbing his chakra because they weren't trying to hinder his movement.
