Only he's not royalty. Yes he's from a noble family, however that family is from a small, inconspicuous kingdom somewhere in the boonies that's internationally primarily known for producing high-profile criminals.
Yeah Stelly became a royal, only he's Sabo's adoptive brother and being a royal doesn't have any connection with the KD. It's not because DD had the KD, that suddenly every Celestial Dragon has it, let alone lesser royalty of minor kingdoms.
Sabo might potentially have the KD seeing his prowess and infamy, but so far there have been no such indications and I don't see a particular reason as why we should assume he does have it.

No it doesn't. You just highlighted some words that don't have any sensible connection to what you say. Sabo is someone from a noble family and noble families are not the same thing as royal families and the difference isn't really hard to understand.

If OP has even close to the same amount of people as our world, which is certainly likely, "one in a million" would still mean roughly 7,000 people with it. Idk why people insist that many major characters at this point won't have it to some capacity.
