How is he not a kage level? If Tsunade can become a "Hokage" then Kakashi is a Kage level no doubt. Even though i think he is a BROKEN character ( using Kamui for almost 2 years now and not even having "vision problems/disturbances" let alone going blind ). At this point he is stronger then the current Hokage and Mizukage.
