Does kakashi and Gai deserve to be kage level ninja?

kakashi can beat raikage as kakashi warped naruto without obito who has sharingan note so his kamui is above the reaction (kamui is faster than raikage)

They are deffinetely kage level; and mid-kage level atleast; not s*ittie 4th Kazekage's low-kage level.

They are already stronger than Mei and Gaara; if they were in Suna or Mist; they would have choosen as kages.(Gaara is stronger than Mei; but he is like 16 so Gai or Kakashi would be better choices) And they are not dumbasses; Kakashi is one of the smartest guys in series; Gai is not as bright as him; but he has battle experience and calmness when s**t gets down. Kakashi is already nominated as kage as once; and Gai is his equal. Those guys would deserve that title.

It's when they are fighting that Kakashi is always ahead of him, not when they are playing rock paper scissor something that Kakashi never even shown interest in and it's only Gai who search him for such things. Only Gai really care about that rivality.

Kakashi doesn't care at all. Gai's desired opponent is Kakashi when Kakashi's desired opponent is Minato(databook). That says a lot on who really cares about the rivality more between the 2. If Gai really wants to prove himself by fighting Kakashi it already shows that Kakashi is a model he wants to defeat, to surpass. In order words, Kakashi is above him(probably not by much though)
