Kaka-sensei is kage level because of his great analysis during battles. His analyzing skills are 2n only to itachi-San. Gai is an animal. His raw power plus the 8 gates make him an animal. If he had any kinda ninjutsu or even genjutsu, he'd be OP. He is def kage level.

If you judge the strength of current 5 Kages and compare Kakashi with current 5 Kages (Tsunade, A, Gaara, Onoki, Mei) then He is a Kage level shinobi.

About Gai, I am not sure. May be Gai is a low or mid Kage level shinobi.
