ItachiWell he obviously is. Tell me who's possibly smarter than him? Itachi is smart all around.
Tobi- Uchiha/sharingan/bijuu intelligence
Kabuto- Ninjutsu/medical-related intelligence
Shikamaru- Tactics
Kakashi- Tactics
Orochimaru- Ninjutsu intelligence
Minato- Tactics and developing jutsus
Itachi- Planning the future, tactics, jutsus, solving mysteries, philosophy etc
Planning the future- True (and admittedly some pretty darn impressive fore-sight for a 13 year old)
Tactics - most def
Jutsu - lol, i'm guessing you mean mostly genjutsu with this, then yea Solving mysteries - I think this falls under tactics
Minato
Tactics - Yea ( pretty high level too )
Planning and fore-sight - (He gets this also, due to naruto)
Invented a jutsu - That's true
Jutsu - yea (i mean, he did learn all the uzumaki seals, so he gets that too)

Minato : while we have seen itachi in action since part one, and have wayyy more quotes and examples of his skill's abilities, and battle prowls you could say that we only saw minato fight seriously once, one "play-fight" and a few foderizations, were-as itachi has had far more screen-time comparatively.
Itachi : What's pretty crazy about itachi is that.... he was 13 when he killed his clan, around 20 at his oldest, and that's a major factor. I mean, were comparing a full grown man (we saw minato mostly as a man) v.s someone who, for a large portion of the series, was just a teen. Not to mention he was terminally il as well
Conclusion : tbh idk for sure, i mean, i'm a huge minato fan, but minato v.s. itachi is just a really close bout in most cases. We have barely seen any of minato's arsenal, and itachi, died really young and sick.
But i would assume minato was smarter just by a hair, and largely because i am a fan of his, i will concede though, that if itachi had lived to minato's ago he would likley be smarter ( more intelligent)
