So why did he allow Sasuke to live and allow his pain to fester? Why did he tell him he did not have enough hate etc? He should've ended his life, that way Sasuke would've been at peace with his family in the afterlife.

It's selfish to kill a kid who still has a chance at a good life! If Sasuke would've followed through with Itachi's plan, then everything will be fine. Everyone in Konoha will see him as a hero for killing the person who massacred the Uchiha. Fugaku's and his wife had to die, they were with the revolution, all Uchiha's had to die actually. Because, if any were left alive, then they were most likely going to attempt to get revenge on Konoha. The only reason Danzo let Sasuke live is to strengthen the bargain with Itachi
