I think he viewed sasuke as being stronger, but Naruto as the better leader. I still think he values both the same, as when he looks at Naruto and Sasuke he see's his sons, and though Ashura couldn't accomplish what he did a lone he was incredible in finding and giving strength to others. The moon and the sun have to contrast, how different both are from each other is what makes them so powerful.
Sasuke relies too much on himself and Naruto relies too much others. Now it's just the two of them.
