Why should he? Indra was his son and I'm sure he loved both of them deeply. Ashura needed much more comfort than Indra, because he coudn't achieve anything on his own. Indra on the other hand was a lone wolf. Hagoromo believed the power of cooperation is the real path to peace. That's why he choosed Ashura as the successor of Ninshū. Indra should have cooperated with his brother too-according to Hagoromo.

first off i will say that im not sure if sasukes rinnegan was from Kabuto or hagaromo, or maybe he got the rinnegan from kabuto and due to the sage giving him more power his eye developed into juubi rinnegan, but whatever, i dont see how it matters whether or not hagaromo favors sasuke over naruto or naruto over sasuke(im just gonna throw out there that hagaromo simply gave sasuke indras abilities and naruto asuras abilities) they both have an equal amount of power naruto has as far as i can tell at least all of the elements and all of the tailed beasts powers, the sages sage chakra, onmyoudon which negates all ninjutsu, some unexplained ability to restore life force (possibly can restore life force in himself aswell like tsunades tech). and since you are Uchiha Macho im sure you know sasuke powers.

also if you really care about favoring points and all that, than naruto is favored by the entire alliance, the tailed beasts, and possibly most of the fans of the series "Naruto" not the series "Sasuke", cheers.

However base on Manga facts ,Sasuke have change the normal expectancy of Indra descendent hatred.Sasuk humbly listen to his brother alongside Hashirama or edo hokage for advice.A typical Indra descendent with the power of hatred will Join Madara and Obito side inorder to cleanse the world of hatred but Sasuke did not.Sasuke was merciful to Ashura descendent by sparing Naruto on numerous occasion in the manga.

I finally understand why Hagaromo said that he will not longer forget indra generation in the past .This make me believe Hagaromo was observing Sasuke progress ,all along (since Hagaromo is a time traveler) to make this statement.

As a result,Hagaromo give Sasuke the jubi eye in his dominant side of his body rather than a typical rinnegan (like Madara).So the jubi eye was Hagaromo gift to Sasuke for his good deeds.
