He certainly has surpassed by far Jirayia in going into Sage Mode.
As said above, he still lacks many techniques like sealing or forbidden techniques that only come with time and experience.
Though it seems that with his trip to Myobokuzan, Naruto has gained many things that we still haven't witnessed such as a great improvement in taijutsu, the full extent of his Sage Mode, the technique that he used to cut those mountains (which I believe was his wind techniques that got amplified by Sage Mode: instead of cutting the water fall as he did in his tarining with Yamato he can cut through rock). But most of all, it seems he has become more mature since before he made his decisions based on his emotions. It seemed that he was mad against Pain, but he kept his cool and didn't rush at him mindlessly.
About the fourth Hokage... he still has a long road until he gets there. But Kishi will eventuall make him surpass every single shinobi.
