Well if you look at it hiruzen was in the age of knowledge of known jutsu. Lets look at the nfl; if some of the players that played back in the day. Would play today they wouldnt make the same impact. You see how old hiruzen was. Hes a man beast to have survived in the ninja world for so long. Kinda like the tsukikage(the flying kage). Plus his jutsu arsenal is top tier. Kinda like kakashi's jutsu arsenal. No one ever seen all of it. Knowledge over power anyday. So yea i would say he is right below them like literately; if they were walking up they would be right next to eachother... but cmon hashi's bloodline is one in a million. Its unstoppable to mostly all ninja. So you have to give hashi the edge by a foot

I honestly think hiruzen is atleast close to hashis level. I mean look at it this way. how many ninja are old in nv? My guess is you have to be pretty damn strong to make it back to the old days. and Hiruzen literaly showed more ninjutsu in one fight with oro then most shinobi have in their whole arsenal. He has technically been the closest to killing oro off. i mean itachi didnt even technically do as much damage to oro as hiruzen did. Oro came back full power whereas hiruzen pretty much almost destroyed him and at the very least almost made it to where he could never use ninjutsu. I think people dont give him as much respect as he deserves. And weve only really seen him fight one fight and it was against 3 of the most op ninja in this series TO DATE. Yes hashi and tobi were supposedly nerfed but if they are as strong as everyone says then even nerfed tobi and hashi would equal death to anyone that faught them. And he had to fight them both AT THE SAME DAMN TIME. But i still think hes a strong mofo
