people actually acknowledged Hiruzen's comments as possibly including Tobirama or excluding him.
Its no definite who he meant , but he did say "All of us".

However, when Tobirama says he himself will do it, the others say "no you cant, you're the Hokage" possibly meaning they didn't include him in Hiruzen's "All of us" comment because it seems Tobirama being the decoy was completely out of the question.

This possibly suggests no one included Tobirama in the "all of us" comment.

He was young, people change and mature when they get older. Look at Kakashi, he used to be an arrogant prick when he was younger, now he's incredibly humble, polite and respectful.

Anyway, on topic:

Hiruzen did say "all of us" so who knows. But then again, Danzo immediately said that there is no one greater than Tobirama in the village. However Danzo was not one to acknowledge Hiruzen at the time so it's hard to take his words seriously there.
