people actually acknowledged Hiruzen's comments as possibly including Tobirama or excluding him.
Its no definite who he meant , but he did say "All of us".

However, when Tobirama says he himself will do it, the others say "no you cant, you're the Hokage" possibly meaning they didn't include him in Hiruzen's "All of us" comment because it seems Tobirama being the decoy was completely out of the question.

This possibly suggests no one included Tobirama in the "all of us" comment.

Hiruzen is the one who said it ultimately. I think he included Tobirama in the all of us comment but it's possible he never thought the hokage should be a decoy.

Lol. Apparently you aren't the one reading correctly. "7 of us including Nidaime Sama" means that there are 7 people, and one of them is Tobirama.
