yes,a mere suiton can easily be beaten by doton.
but kisame's a powerful suiton user so he can't be beaten by mere doton (C2,C1 still rookie).

To be honest, under normal circunstances, a water user would loose to an earth user.That's simple math. However, when it comes to Kisame, that logic no longer works.
If samehada absorbs the chakra out of the explosive clay, the explosive clay no longers becomes explosive, no ?
Furthermore, I doubt normal explosive clay would work well underwater. If Kisame uses his water dome jutsu, the chances are Deidara loses really quickly. I'm not even saying Kisame goes full-shark mode on, just a regular Kisame underwater is quite the opponent. Deidara wouldn't be able to hold his breath under water for long periods of time and if his clay doesn't work underwater, like I said, he's literally screwed since he can't do anything about it and it's just a matter of seconds before he drowns.
In case his explosive clay does work underwater, he may be able to escape the water dome, but he will be terribly exhausted to the point where Kisame can give his final blow to finish the fight. I mean, the only option I see is distracting Kisame with small but fast explosive "fishes" that either make him stay in his position or move backwards( this will move the dome backwards, making it easier for Deidara ) while Deidara creates a bigger fish to get the hell out of the dome. In case this does work, I don't see Deidara getting the upper hand during the battle under these conditions so it will end up in a draw, if not a win for Kisame.
In case the explosive clay does not work underwater, Deidara simply can not win, whatever he does. Even his ultimate art, his self-sacrificing bomb, is simply a chakra bomb which wouldn't be useful against a chakra absorbing opponent, right ?
Of course, even after all this, Kisame still has plenty of tricks udner his sleeve that can utterly destroy Deidara really fast. If Kisame goes full-shark mode, he is simply unstoppable. He would simply need to touch Deidara once to leave him with barely any chakra, if any chakra at all.
So, after going through this facts, I think Kisame would win.

I don't think Kisame would use that jutsu to deal with such a crappy character as Deidara. He only used this jutsu when he was cornered by Gai, who at the time had opened the seventh gate.

he needs skin contact to absorb and its very,very hard to do that imo as deidara's a long range type

rather sure deidara's bombs work underwater, didn't he use one underwater on the 3tailed turtle's face when they captured it?
even with his bomb fish i think kisame wins, being able to absorb the chakra out of the clay, samehada tells him where chakra signatures are so he knows how to keep track of the real deidara and clay bombs and even if hes hit by a bomb he can heal from fatal wounds.
and of course all of the water jutsu he has.

C1 was weak, but C2 dragon? Considering its explosion power, the fact that it was guided and could be spammed (one part of dragons tail - one bomb) it was on A technique level.
I remind you that Deidaras bomb are guided, sucking chakra from them wouldnt be easy. Besides, squid bomb is so powerful that it dont has to be detonated close to Kisame in order to kill him.
Lol? Considering Deidaras aerial advantage which makes him very hard to kill (+ his very skilled with using his clay clones), powerful techniques and great tactic skills he was surely kage-level shinobi.
I ha te to repeat myself, I've already said this before, but Deidara's bombs work underwater!!

Deidara could make a fish to transport him out of the water, Deidara could blow up the water, Deidara could blow up the Fishi-same/Kisame even underwater. Suiton don't win vs. Doton. The only chance I see Kisame stand a chance is by him absorbing the chakra out of the bombs, but i don't think you can swing a blade in water.
However, if Deidara is out of options, no one wins, both dies, C0 is too much.

C2 is completely pointless as 1000 sharks should be more than enough to tank it.
daikodan is also guided.
kisame can control his lake to a pretty much high spot as seen when his fight with gai.so that give him aerial advantage too.
