Zoro's full power potential is Asura. The mere fact he didn't execute is means he didn't go to full power. However, in regards to Santoryu the move he executed is historically he strongest attack of the mode. It has been used against Mihawk and Oar enemies who were substantially superior in strength to him. In that regards Zoro did use his full strength to finish (Golem/FBH Pika). It just so happens tin doing so the power gap was so large he stumped him. This situation is oddly similar to Luffy vs Noah. Nobody can sit there and state Luffy didn't go all out.
