Zoro's full power potential is Asura. The mere fact he didn't execute is means he didn't go to full power. However, in regards to Santoryu the move he executed is historically he strongest attack of the mode. It has been used against Mihawk and Oar enemies who were substantially superior in strength to him. In that regards Zoro did use his full strength to finish (Golem/FBH Pika). It just so happens tin doing so the power gap was so large he stumped him. This situation is oddly similar to Luffy vs Noah. Nobody can sit there and state Luffy didn't go all out. However, we discover much later on he had stronger mode in his arsenal.
He used that attack in EL(if I m not wrong) and their is a good chance that we will get an explanation about Ashura once Wano arc starts.new attack? he used that shit before ts and even then it was out of odas ass.
