I am not sure if this has been asked a lot, but from what I've seen it hasn't...So, the question is due to his Segunda Etapa does he deserve a higher rank?If so, then what rank?

He maybe deserve#3 but not 2 and 1 , and let's not forget that uliqura himself said that there are 3 espada that are stronger than him and there was no reason for him to lie

Hell yeah bruh , stark took on okitake and kyoroke at the same time and he didn't even have any intent to fight them
Even barggan can beat ulquiorra it's just that his second release makes people confused about his rank

Probably but hard to say for sure, i am very sure no one knew about his second stage transformation and without it Coyote Starrk was the strongest.Barragan seemed to have very OP powers hence his Segunda Espada rank but i dont know if Halibel would beat Ulquiorra (even without his Segunda Etapa he seems superior but maybe it is just me).
In my opinion Ulquiorra´s Murcielago puts him beyond Starrk and on a class of his own but for some reason he didnt seem to be interested in trifle things such as rank within an army.If not beyond Starrk then at least at least to be Second Espada.

Starkk lost because he didn't want to fight. He didn't try against 4 captain class opponents. His hollow form allowed him to use wolves, but he didn't use its full power

Yeah I would give him #3 , he would beat Halibel but I don't see how he beats Barragan I dont think anything he has can even touch barragan personally add in the fact that he doesn't have Kido and that regeneration is useless in this fight and we have a ready made victory for Barragan.
To be honest I think Barragan deserves the top spot , I know aizen obviously saw something in Coyote to give him the #1 but from what we have seen Coyote doesn't have anything to bring to bear against Barragan as we have seen that with few exceptions nothing short of his own power will completely stop Barragan and the only other way is to completely obliterate him in one shot and I don't think Coyote has the chops for that.

Had Aizen known about his second release Segunda Etapa he would have been Tres Espada and Tiel Halibel would be Quattro, I think Ulquiorra could beat Yammy as well but Yammy kept changing his forms so I could be wrong, Lanza De Relampago is way stronger than a Shikai Senbonzakura and slash of Kenpachi's sword so who knows. We will never truly know though, Ulquiorra is my favorite Espada.

No starkk lost cuz kyoraku sneak attacked him an took away starrk real power that an none of his opponents used bankai.
An where does he state he does not use his wolves full power?
An ulquiorra is the strongest espada hands down.

For what he demonstrate in his first form, his rank is fine.
About his 2nd form, he IMO should be 3rd. He still need to master his 2nd form, he showed little control over lanza if I remember correctly.
